Tifa Lockhart reminds me of Chun-Li and Julia Chang

Really, she does! First, let's start out with Chun-Li. She has an explosion move called the Kikoushou: Kyoku in SFEX3. Final Heaven is also a Kikoushou-like explosion. And then I look at Julia Chang's provocative clothing, and Tifa's clothing looks rather similar; they both wear tank tops and mini-skirts. The only differences in their clothing are that Julia has the look with a Native-American twist, while Tifa wears them Caucasian-style.

To me, they're all about the same. And Julia's hair is dark brown like Tifa's, but braided like Cammy's.
