Bangaa Merchant at East Gate (spoilers, maybe?)

Okay, before you go off to fight the terrifying tomato monster, at the past the East gate, there is a Bangaa merchant being chewed out by an Imperial soldier. He asks you if his friend gave you an item for him. I've looked at various FAQs, and even the official Strategy Guide won't tell where to find his friend. Could somebody help me, please? (I'm sorry if this has been posted before)

Go to the Southern Plaza and talk to all the bangaa. Eventually you should find him (he'll ask you to take the package and tells you not to sell it).

His friend is just on the other side of the big gate, right before you go into Easterland. I think he's near a moogle and he's on the right of the road. Good luck!

No but the bangaa give you nothing and I don't know if it will affect the game later.
