You can buy them from A) Your Clan Provisioner
B) Any Airship assistant stewardess, or
C) The Traveling Vendor (Vance? Vant?...Whatever) in Balfoheim Port City. He stands near the exit.

Probably other places too.

You can also get them from killing chocobos. They appear in the southern part of Ozmone Plain.
