Thief Cuffs and Haste

well im currently tryna steal the DB from Ithuno but i wont give anything up to me. where can i find the Thief Cuffs and the magick spell Haste?

Depends where you are in the game because you can purchase them both from pratcially anywhere.

Don't quote me on this, but I think the first time you can buy Thief's Cuffs is on Mt. Bur-Omisace.

You can buy Haste in Eruyt Village after the Henne Mines event.
