I believe using it has some short lived refresh effect. However, the Claustrum is the biggest waste of gil in the entire game. Your friend shouldn't even be thinking about trying to get a Claustrum. It's a joke. 200M for a toy stick? {No thanks.}

It has no effect on Titan that anyone has ever observed. If you want good things for a 75 SMN get a full set of HQ staves, or better yet, a Bahamut's Staff.
