I was on EoFF just now, and my little brother comes to me and says, "What do you do if Tifa wants to ride the chocobo?" and hey, Tifa wanted to ride the chocobo in the races!
What effects does this have and how did he do this?

No effect whatsoever. She'll ask from time to time if she's in the party, as will Cid.

Common enough. The chances are entirely random.

And yes, it is only those other two who can do it, and it would seem to be because of their status at temp party icon. In character, I guess they just like riding Chocobos.

Cait Sith: I'm getting ready to ride the chocobo.
Referee: You DO realise that you're five times its weight, don't you?

Mr. Coates: What in God's Hell did you do this time?
Cait Sith: I dunno, something about animal cruelty.
Mr. Coates: This is your 100th offense this week. You're getting the death penalty this time.
Cait Sith: Yay, goodie. This'll be fun...
Mr. Coates: Want to say something before I end your miserable life?
Cait Sith: Change those goddamn weight-discrimination rules for chocobo riding.

Well, maybe it'll be a bit different, but I stand by my version.
