I there anywhere in the game where you can buy pheonix downs??

Unfortunately not. But you will have obtained many castings of Raise and Arise by the end of the game (at least ten of each), making Phoenix Downs not entirely necessary.

You can steal them from certain enemies on the Mountain Path, I believe. Rust Birds, or something like it, I don't remember exactly.

If you are in a battle and you are low on usable items (potions, hi-potions, pheonix downs, antarctic winds, ect..) Then go to items, click UP and A at the same time. The weopon screen wil come on for about half a second, and the item will b duplicated

Yes, but that can jepordize your saved datta.
