Rain, Rain, go away (erhm...I mean come back)

Ok so I'm past the part where it has rained in Giza Plains. It's been dry again for awhile now and my question is how the hell do I make it rain again??? Is it even possible??? If not I'm boned on the gil snapper hunt and a bunch of other stuff too like feather of the flock.

I had trouble with this myself, as far as I know there's nothign you can do to change to weather, but there is a Seeq In SOuther Rabanastre, going towards Giza who will tell you how long it will be till it changes. I warn you his advice is very vague, ie it will be a long while, it shouldn't be long now ect...
