Manaphy, yes. Phione, no. It's just like Wobbuffet and Wynaut in my eyes. Wobbuffet is a top-tier Pokémon that's banned in tournaments, and Wynaut is not, because of its lower stats.
I was kind of wondering something since you hate legendary Pokemon and all... Do you consider Phione a legendary? I mean, you can get as many of those things as you want and its stats are exactly equal to those of Glalie's (a non-legendary which a lot of people think is weak. I don't though). Though in the spin-off games, they do treat it as a one of a kind Pokemon. I personally don't because of the first two reasons.

I haven't had my Chihiro sig since around Christmas. =O And I just wouldn't work well with a manly set. That being said, I was considering using a Kikkoman one as a joke a while ago. I still have it ready and all... but I'm so attached to my current sig that I can't even bother making a Sakura one.
Nuts. So much for giving you a manly set for a change and me being able to use that cute Chihiro sig of yours without anyone thinking badly of me fo... Eh... forget I said that.
