Gotcha. Yeah, they don't stop, they just really slow. Having a persona that matches the person you're talking to makes them go faster, skipping more of the boring "just hang out" events. In that case, you want either Naga, or Yomotsu-Shikome. Only Hermit types you can get at that level. However, getting a "good" one doesn't matter. Any Hermit type you have will have the exact same effect on the conversations.
I already have Lilim and I am at level 16 I think. I'm playing on the super easy mode It seems like my social interactions stop going up until I get more personas of the nature of the relationship. Well, not stop going up but like get really boring. So I wanted to get a persona of the nature so I can get different scenes. I have: Nekomata (lv7) Nigi Mitama (lv.12 Lilim (lv.8) Jack Frost (lv.10) (has a little heart thing) Pyro Jack (lv.16) (also has a little heart thing) Chimera (lv.12) And registered I have: Orpheus (lv.6) Asparus (lv.3) Forneus (lv.7) Omoikane (lv.7) Alp (lv.7) Pixie (lv.2)
If you're about on par with the bosses, you'll be around level 18 or so at that point. So your choices for Hermit Persona are fairly limited. The best one you can get at that level is Naga. He's not a bad Persona. He learns Mazio naturally, so he has good lightning coverage. Try to see if the fusion RNG can give you another elemental spell you can put on him, though. The main reason to use a specific Arcana is for the Exp boost that you get from the Social Link. But, to be honest, it can be better to forgo that boost to get a Persona with better skills. If you're looking for one to use in battle, Lilim is one of the best to use early game. You don't have the Social Link yet, but she naturally learns two elemental skills, and it is really, really easy to fuse at least one, if not both, of the ones she's missing on to her, giving her fantastic coverage.

Beware some of those holiday ones. The holidays can be so busy that it can be hard to find time to do them. Plus, it can really add a sense of whimsy to the world if you do something like that at the "wrong" time. In fact, you should add "do a holiday activity during non-holiday times" to your list.
