Roller Coaster Tycoon 2 is really fun. I haven't played 1 though
I've actually wanted to go play loller coaster tycoon 1 and 2 (1 more than two) I don't even start the park. I just do cheats and watch the roller coaster zoom around

I haven't played that game but I think that's more of a shooter game and Fallout is more of a shooter/RPG hybrid like Deus Ex. Or Elder Scrolls but with guns. There are different factions you can join and stuff.
