Yes, there are 27 true runes. However, contrary to what it sounds like, it is generally accepted that the so-called "true holy rune" that Stallion is equipped with is not actually among the True Runes (all caps). See: http://www.suikosource.com/runes/list/?rune_id=70
Also, just on odd note, why does Stallion, who amounts to 'just some guy' come equiped with the 'True Holy Rune' is 1? Aren't there only 27 true runes? Why does this guy have one?

No, you don't need to finish Clive's subquest. You just need to recruit all 108 characters (which is much more difficult to do in under 20 hours) and make the right choices. I never bother with Clive's quest because I love S2 so much that I prefer to take my time.
Also, Suikoden 2, do you need to successfully finish Clives quest to get the true ending, or is just having him in your party good enough? Just making sure since you have to finish it within 20 game hours apparently.
