Nimbasa City, the place with the fourth gym. I think that's the earliest one. The Relic Castle also has one, though I'm not sure when you can get it.

It depends. If it has Prankster, it can be an incredibly annoying opponent, carrying decent punch with offense, while being very annoying with priority Stun Spore and such. The big down side is that it evolves with a Sun Stone. Not only do you have to FIND a Sun Stone to evolve it, but, like most Pokemon who evolve with stones, it learns most of its good moves before it evolves.

Yeah, they're not too great. They evolve with a Fire Stone, so you can evolve him as quickly as you want, but he doesn't learn any more moves after you do, so it's a bit of a balancing act. He's mostly just there to give you type coverage until you can get more Pokemon.
