Probably because Philemon is associated with the "old" games whereas they merged his role with Igor in the more renowned entries. I don't know, I've never been the sentimental type when it comes to efficiency.
Maybe it's a cursed role and they don't want more people dying (SPOILER)which is why they came up with the whole Yaldobaoth thing. Seriously though, how hard is it to recast a guy? And why can't they just have Philemon appear again????
Him losing his mask in P2 was amazing though. The thing I find dumb about the Igor issue in Japan is that the actor who died was already the second Igor. They had another guy before him who also died.
That is actually a fair point. Considering the fact that Igor's Japanese VA died and, despite what we were led to believe, (SPOILER)the team didn't really recast Igor and insists on reusing old recordings, it feels like it's about time Philemon came back to serve as a guide., (that said, what the hell was up with him taking off his mask at the end of 1? It's built up like some big reveal, but then it turns out it's just some middle-aged guy we don't know?) Also, finally actually started the Snow Queen Quest! (SPOILER)AAAAAAAAAAAAAAAAAAAAHHHHHHHHHHHHHH!!

It didn't really help that the game pretty much just assumes you know how to play poker and which hands are winning hands and looks down on you and mocks you for not knowing it by providing no tutorial at all
Yeah, Horii makes his casinos as stacked against you as a real one.
I don't think I've seriously tried getting casino equipment in any DQ game. I remember trying Poker in V and then just giving it up forever.
You can usually ignore them, I think VII was the only one I've played that really screwed you in terms of gating really good equipment behind it and the special Casino Town.
