How about this, in this world, rather then the usual turning from magic in the favor of technology, tis the other way around. People are slowly giving up the life of the tech for the life of the mystic. Normally it's the other way around, and when it isn't it's always that something caused Technology to be lost. I think it would be an interesting idea.
Possibly, but it depends on what the subject matter or context of the story is.
You know, FF VI as a possible example of what you meant by 'backround piece' came to my mind as well... I though thats what you meant, but never heard that particular description. I think we should bring it into the focus. Another note, should we include Magic into the realm of Steam Punk?
Are we going to focus on the technology of steam or we'll we just use it as a setting piece like FFVI or Full Metal Alchemist?

Point taken. So, what style of game should we do? I'm for either an RPG or fighter. And as for setting, if RPG, I say Steam Punk or Sci-fi. I lean towards Steam Punk on the basis that seems to be both of our preferances in most cases.
So can fighting games.
And an RPG type setting allows you to get away with a few silly things other mediums aren't so forgiving on.
