No it specifically says he is an average highschool student! And I am beginning to believe the summary is right. He is an average high school student who is constantly bullied and attacked by criminals, held hostage, etc(I suppose he is recruited as bait later on or something).

I have a question for you. Or rather a description followed by a question. In the future due to rampant gang trouble and the ilk a highly elite group of 'secret' police are created. Among its members is average high school student . . . How can you be an average high school student AND a member of the highly elite secret police at the same time?
