It’s for their safety, more than anything. And why not? If I was Pizza Hut, I wouldn’t want pseudo-macho idiots ordering spicy pizzas, not being able to handle it, and demanding a refund.

There is one at Pizza Hut which is pretty challenging if you pay the extra dollar or so. They even warn you. WARN YOU!

Uh, it’s hard to tell. I just ate a sub loaded to the gills with jalapeños, so I’m kind of bias as far as judging spicy-levels goes at the moment.
