The first theatrhythm on the 3DS has unlockable characters, not DLC ones. You need to play a lot to unlock them. It's the iPhone version that requires you to pay for them. In the 3DS/2DS version, you only pay extra for additional songs. I don't know about the sequel.
I has a question about the theatrythm or whatever it is called. I saw it has downloadable characters, so if I get it for my 2DS I will be able to download other characters? And do those cost money? If so, how much per character and how would I go about downloading them?

But be careful. It's beautiful, but it's also one of the darkest anime out there. Make sure you're ready to subject yourself to something like that before watching
