Once you complete the story and unlock the Akuma special story stage, I *think*. I've only played through Arcade like two or three times though and I think it randomly selects either him or Kazumi.
How do you get the Akuma fight to appear in Arcade Mode?

Got it! Changed the story mode difficulty to easy and the win still counts for the trophy so...first Platinum obtained
