I think it's fair. Forum's had a hard time keeping members recently, I guess they're trying to find the right incentive to keep posting while not making it far too long of a wait which can also drive away newbies.
Not sure. I only had to wait one week when I joined. That was bad enough. Its still a long wait to use titles under your name though.
Fairly sure that comes in useful immediately. Now, I wonder, the staff used to make you wait 3 months to be able to post usernotes (the old skool name for visitor messages) in others profiles. When did they change this...
