  1. No, and it's very simple to explain why. A minimum amount of no power would not be equivalent to the maximum of the potential energy possibility, since the potential energy is always greater than the ambient energy currently present in a substance. This can be demonstrated quite easily via Electrolysis. Therefore maximum power is derived from the input energy being sufficient to infuse a substance with enough electrical charge so that the output and input are at their equivalent states. Put simply, the substance can no longer hold onto any further electrical current because the positive/negative influx in the substance has reached a critical mass, a state that wouldn't be possible whilst dormant.
