From what I understand, Unova is a region FAR away from Kanto, Johto, Hoenn, and Sinnoh, and thus has little knowledge of those regions' Pokemon. So they wanted to create that feeling where you have an all-new advantage with all-new Pokemon. Also, "foreign" Pokemon showing up would be too big of a deal and might cause a controversy in Unova. So they exclude the old generations till you beat the main story.

It's not just the game, though. The anime's taking that approach, too, with only having the new region's Pokemon pop up.
