I would also make my half of the volcano the only place where skooma and moon sugar are legal. Then people would fall into the volcano on their own accord. Except several species of Khajiit, who will know what to do.

I bet they would grumbled a lot. Then I would make a new rule that all grumblers are tossed into the volcano.

That's not a bad idea. I would like to see their pride stripped away from them.
