Resized Animation with GIMP

I tired to resize it with GIMP but the quality of the image got affected badly.

What's wrong with GIMP? I used Paint.net to resize and it kept the quality but not the animation!! Why necro, am I doomed without photoshop!?

You got any advice?

it's one of the only films by him i've seen. i really enjoyed suicide club and noriko's dinner table. i watched like the first half hour of the epic like 6 hour movie he has but fell asleep, what i saw was pretty intriguing though.
