Giovanni thus took an interest in Gary over his own son, to the point where Gary became his #1. The favoritism finally made Silver rebel and steal a pokemon of his own, to prove to his father that he was worth something.

Gary was able to become Champion so quickly because he was trained by Giovanni, and was given lots of Rare Candies and stat-increasing items by Rocket subordinates that found them or stole them from other trainers.
