On the other hand, you could exploit Sand Veil and teach it Sandstorm, as well as Double Team. It may require a little luck, but if you can pull off a couple of Double Teams, you should be pretty well-protected-- as well as Sandstorm inflicting damage to the opponent every turn. Give it a Smooth Rock to extend Sandstorm's duration.

Frankly unless you're using Sandstorm, Sand Veil is utterly useless-- so I'd say yes, it would be beneficial to raise one with Hyper Cutter. Do keep in mind that you can teach it Swords Dance as well for a bonus that can't be negated in battle. However, there's nothing to use as a safety net as you buff Gliscor up-- due to its subpar Special Defense, one good hit in the weakness would probably do some major damage. I prefer to use debilitating statuses while I use boosting moves, but Gliscor doesn't really learn anything that would prove beneficial in that aspect. Attract, maybe-- but that's risky since it would only work on the opposite gender. Still, Hyper Cutter is the way to go if you want a nice sweeper. Make it hold on to that Razor Fang (or Claw, depending on preference) for better results.

I'm not entirely sure. I think that the bonus is a bit smaller due to having two types-- merely for the sake of balance. No one would use one-type Pokemon when they could get double the advantages of having a two-type one.

I'd take out Outrage. Dragon type moves can be effective, but you're not really exploiting many weaknesses that way, aside from Dragon types. On the other hand, Megahorn isn't super-effective against many types either, but Psychic types are much more common than Dragon types. That, and Outrage has that annoying confusion side effect at the end.
