No. I'd assume sig makers enjoy making sigs, otherwise they wouldn't do it. Anyone I've ever asked has basically told me whether or not they feel like making a sig at the time. Its not like I demand them to do it, I'll ask if they say their busy, no bigs. Especially with the Sig Service thread, Sig Makers can choice if they wish to make a signature or not.
