That's true. Games are rarely challenging. There's always just a hard mode where everything is ridiculous. It's not a challenge, it's a cop out.

They certainly rank near the very top, if not at the top, for the quality of games produced. My list of liked-developers keeps growing but if you want a safe bet that is excellent you know to look at Atlus.
