So you'll just have to dedicate your first level to Stealth (in the case where you snuck through the tutorial). I made a new file when I learned how levels worked and went through the entire tutorial training only Athletics, Acrobatics, and Sneak (Athletics go up automatically over time, so that's a given; Acrobatics go up a little when you fall off of the various surfaces to get to the Emperor, so I chose that as second; Sneak was pretty vital during the tutorial to make sure that you don't have to fight any enemies - fighting increasing one of your offensive skills - so that the three skills were the only ones that went up [Although, doing that ensures that you don't finish the tutorial quest, but the tutorial itself]), that way I could dedicate my first level up to those three skills, the first two skills being expected in every game and the third being undetrimental to the course of my level-ups after that despite what character I might choose to use in future games.

Oh yeah, the tutorial is really long and pretty tedious.

I suggest making a save at the sewer exit and never writing over it, just in case you want to start over again. That way you don't have to worry about playing through the entire tutorial again. Of course, you'll have to stick with skills that you trained throughout the tutorial (if you snuck through the whole thing, you'll be stuck with anywhere from 5-10 levels Sneak). Which is okay if you want to play the same kind of character, but in order to max all of your attributes out without having to go to jail repeatedly to lower your skills, you need to make sure that you're really strict about the way that you level up.

When you figure out how it works, you can completely manipulate the systems and pretty much do whatever you want. It's one of the most amazing games I've ever played. And you can play it over and over again and never get bored.

Magic in Oblivion is very, very useful. By no means do you HAVE to use it, but it helps so much. At first, I was a strict Thief - light armour, no shield, high agility and speed and all other thief-related skills and attributes, short swords, and so on. Then I realized how amazing magic is. It's really hard to use early on, because you have to dedicate time to learning magic in order for it to be practical (because of the systems in place relating to magic), but eventually, and without as much work as it might sound like I mean, it becomes very, very practical. Pure warrior is great for a first file, but when you decide to branch out, you'll wish you had sooner.

No one says that wizards can't use swords! Take a look at Gandalf. He is THE wizard, and he uses a sword from time to time.
