Yeah, Liberty City Stories is in 1998 and GTA3 is in... 200...1? I think it’s in 2001. As you know, San Andreas is earlier than that, and Claude doesn’t really appear any different. To me, anyway.

No, his hands are permanently damaged from fire. His appearance in Liberty City Stories is before to the events in GTA:A and GTA3.

I’ve seen him (SPOILER)without his hands messed up. I was dressed as a chicken at the time, and, if I remember correctly, he helped me with a bomb. He was living in Shoreside Vale in those days.

Probably because he wears the same jacket for over a decade. Out of a stroke of luck, the exact jacket is somehow in one of 8-Ball’s hideouts.

I also know M4, which goes in the same slot as the AK-47. On GTA3, (SPOILER)Claude can hold (but not wield) both an AK-47 and the M16 at the same time.

The only other one I know is AK-47 so yeah sure why not. M-16 it up.
