The Sluice Gate key? I believe if you go speak to Sorbet, it is included as a reward.
Take the key to the Petitioner which I'm pretty sure is the Moogle at the South Gate in Rabanastre. He gives it to his friend or brother to fix and it becomes the Sluice Gate key which works in the Waterways.
