Yes it's C-sharp. It's not strictly an "upgrade" to C++, rather it's more object orientated than C++ (though C++ can operate as an OOL).
C# was/is Microsoft's answer to Java. After Java was "invented", it became so popular that Microsoft decided to create their own proprietary langauge that resembled Java, thus C# was born.
It's also interchangeable with D flat.
