Blitz rarely drop Power Generators. One can be found in Lunatic Pandora if you opened the hatches during one of Laguna's scenarios.
Iron Giants drop Star Fragments. You can also mod an Iron Giant card for one.
T-Rexaurs give your star fragments too though possibly at level 100.
To get a Power generator you can consult a walkthrough to figure out how to get it during Laguna's dream sequence at the excavation site (easiest way) or you can mug a blitz (something like 4% chance)
I usually mod Iron Giant cards. You'll need 4 or 5 of those though.
