No magic? Cap wins hands down. The man is an excellent strategist and won't give up until he's dead, which won't be happening at Cloud's hands. He's faced tougher and walked away the winner.

No noteable MArvel or DC Hero would loose to any of the enemies or heroes in pretty much any FF Game.

I actually watched Ultimate Avengers earlier, and I doubt Cloud is as strong as half of the things Captain America fought in the movie, so Captain America ftw.
