It feels like a song from a game like that... and DDR is the only one that has mental songs like that.

It's a random flash someone made, comprising of StepMania bits, anime bits, and other random bits.

The song is a remix of music from the game Touhou Project 9 - Imperishable Night. It's a decent game, although all the dialogue is in Japanese.
