Do I still have a chance?

I'm looking foward to get Gnoma Halcyon. Bad thing is that I have already defeated Earth Tyrant that makes sandstorms over Dalmasca Westersand.
I'm at the point where you should enter the Bahamut.
I need that Gnoma Halcyon to get Ultima Blade. I know sandstorms are VERY rare after Earth Tyrant has been eliminated.
Do Gnoma Entites appear somewhere else?
If not what is the best way to get sandstorms?

You still have a chance. Just come from the Giza Plains to the Westersand during the Rains. If it's not triggered, just return to Giza and go to the Westersand again. Rinse and repeat until you get the sandstorm.
