are all PC dvd drives region free?

No :p Some might be when bought, but most I've come across are set to the region you've bought them in, and allow I think up to 5 changes in region. However, that doesn't stop you playing the video from DVDs from other regions with the appropriate software anyway, so it's silly to put regions on PC drives anyway :p
