Looks like Celes to me.
I'd guess the FFI Princess, whatever her name is.

Seeing as how the URL contains FFII, I'm going to go with Maria. Kind of tough though since I've never seen any of the original concept art for that game. It's not Celes and I'm quite certain it's not Rosa. What she's wearing in this artwork doesn't look like what either of those two wears in their original character art.
I don't think it's any known character.
