The urutan eater is in the Withering shores according to my guide that you can not have:p :p :p

After defeating the Urutan Eater, go back and trigger an event. Then talk with the Moogle. He'll tell to about the flower that has Eksir Berries. You can only pick them one time. If you missed them the first time, the flower should still be there with the berries.
