Yes he does. I won't say anymore, though I think it's chapter 6 or 7.

How about Basch and Ashe?
Yes they are also in it. I think they appear at the end of Chapter 7? But you only get them in Chapter 8.
Do they leave early?
Nope. With you for the rest of the game. As are Fran and Balthier, after they join you in Chapter 7, part 2.
