After you've been a member for three months you can post in other people's visitor messages.
I assume it's like usernotes- you have to stick around for a few months or so (normally 3 i think) and a mod gives you the ability when they've decided you're not going to fly away and will become a valuable member of the community.
edit: according to mulleyt, that's just me. OH WELL XD
