As long as you have Yuffie in your party, the event will transpire. If you go to Wutai and have not gotten Yuffie in your party then the event will not happen.
ok i was wondering about that.
Seriously, if I could acquire Leviathan without Yuffie I would. She's my least favorite character in VII so being forced to get her so I can get my favorite summon felt like a cheap shot. :(
