Beowulf-Reis-Worker 8-Cloud quest question...

I started doing this quest using EoFF's quide and it just kinda stopped at a certain moment. I got Worker 8, but can't get the Zodiac stone to free Reis. Also, there's no new machine in Goug. I havn't been to Zeltennia Castle yet, so maybe this is the problem?

If memory serves me correctly, you have to go to either Zeltennia Castle or Zarghidas Trade city and listen to a rumor in the bar, which will open up the map path to Nelevskas Temple.
