Mognet Help?
So I found a guide telling me where to get all of the letters necessary to restore Mognet Central to its former, perfectly-working glory, as well as who to deliver them to. The only problem is, none of the moogles will give me the letters. What do I do? Or, more accurately, what am I doing wrong?

Your not alone
When you talk to a moogle you can save, use a tent, access mognet, or in some cases buy treasure. So if you access mognet and the moogle dosen't give you a letter try to check your walkthrough. I know some moogles don't give letters, but thats only a few.
Is it possible to miss the whole mognet quest? I know in the begining of the game you talk to a moogle about it but I don't know if you can miss out on it or not. Could be a glitch.
Anyways try talking to the moogle several times. If it fails you can either start a new game or continue and hope you can deliver it later.
This just crossed my mind, I think you can only have three letters at a time. So best thing to do is deliver the letters you have (if any).

I am still carrying one letter that I missed, the one that should have been taken to the Moogle in Gargan Roo (which is now closed to me). Besides that, at least according to a couple of guides, I have received/delivered every letter so far. There are only a select few that are part of the Mognet Central questline. It's easy to miss the quest, since you have to go talk to Ruby after delivering all of the required letters to get the Superslick, which you then take to Mognet Central to fix the gears and obtain your reward (a Protect Ring, I think).
The only possibilites I can think of are 1) I can't finish the questline until disc 4 and I'm only at Ipsen Castle or 2) I've already gotten part of the way through it, which is why the first couple of Moogles in the questline that I've checked won't give me a letter.

I'm sure I read that you can't do the fixing Mognet Central sidequest until Disc 4.

That's correct -- you must be on the final disc to do the sidequest. Past sources have incorrectly attributed its start to finishing normal deliveries, a separate quest in its own right.
