If it was in a public place, she deserves the fine. That's kind of illegal.
Now, if there was some kind of way to keep the place blocked off, and all those attending had been informed that there would be Nudity there would be no grounds for the charge. Though it didn't seem like any of that was in place, but again that article doesn't give many details.
Should something so natural be illegal?
