This has probably been asked before, but what EXACTLY was "Kaiser/Czar"?

This proves that the moster does exist, but obviously wasn't used. Does anyone know exactly what it was going to be for? Was it a regular boss or was it supposed to be an optional enemy (I know about 90% of the bosses in WoR were "optional", but I mean like the optional boss which is really dificult to kill) that got taken out or was it a Test Zero type experiment? (proably not as it has dialogue - also note that the team obviously have to "free" Kaiser/Czar somehow...)
