Does anyone know what determines how much.you draw? I'm replaying right now and Zell keeps on either failing to draw or only drawing one. It's annoying.

Magic stat.
The better question is: why are you playing FFVIII to begin with?
In my professional opinion it's because Zell is terrible anyways.

I always had trouble with Zell drawing. Guy is too stupid to use magic, just make him punch trout. I used to just automatically move all my magic onto Zell and then get the other two to redraw themselves to max in the next battle to save time.
It's your magic stat vs. the enemy's spirit stat. Each spell has its own resist stat as well. Typically you wouldn't put much thought in giving Zell a decent magic stat when you could be boosting strength for exploiting duel.
I think it has something to do with your luck stat.
