This is a tough choice. I really loved the battle system and new game+ of X-2, but there were a lot of elements of XIII-2 that I also really enjoyed. And story can't be the deciding factor because both stories sucked.
In the end I went with X-2 because it's battle system was far, far superior to XIII-2's 'mash auto battle' system.
In my opinion X-2 International > XIII-2 > X-2, so X-2 wins... although all were great games.
Haven't played XIII-2, but that won't stop me from voting. I absolutely despised the battle system in XIII, and I fail to see how a continuation of that could possibly be a good thing. I'll also take Del's word on the story sucking, since the story in the first game sucked as well. Not that it really matters since the story in X-2 wasn't any better.
But at least X-2 had a pretty enjoyable battle system.

X-2 wins by default, as I've never played XIII or XIII-2, but I hear they're just god awful.
Unlike most people, I like FFX-2. A lot, in fact. I think it's fun and fast paced, and the mission set up of the story allows for you to play it in short intervals. The story is really, as it the overhaul of the characters...but it's FUN. I don't really look at it as a continuation of X, as it's so different, and despite being set in "Spira" is in a completely different universe.
Sorry, FF13-2, you're just too full of holes and DLC to win this.
FFX-2 had the best battle system to date barring KH and CC. So I have to give it to X-2. Plus I've never even seen a XIII-2 disk so...
Comparing the two for me is like comparing FFX and FFXIII. First run, I enjoyed FFXIII/FFXIII-2 more, but FFX/FFX-2 gets more replays out of me.
FFXIII-2 for me. I liked FFX-2, but it felt more like a side story to me rather than a full fledged sequel.

XIII-2 by a landslide. It further perfected a battle system which I really did like, and gives us a glimmer of hope that maybe, just maybe, we can get dialogue trees in a Final Fantasy game. At the same time, the ending was a bit lackluster and way too open. It's a bit obvious that they're milking that cow for every little bit it's worth.
Also that white mage outfit, so want to cosplay it...
