Treasure chests were all used to build Adel's Tomb.
FF8 was going for realism and it's more realistic to find stuff lying around than conveniently placed in unlocked chests, just like it's more realistic to have a wildly anachronistic world with a population of like five hundred.
Laguna went hopping all over the world in his army travels and stole them up before Squall could get to them.
