I quite enjoy the Xenogears soundtrack, personally. All that celtic sound is pretty cool.

Are you rating by which serve's it's game the best or by which is the best to listen to independent of the game.
Which for me is irrelevant as it is Chrono Trigger in both cases.
Chrono Cross's soundtrack rivals that of many of the better FFs. Chrono Trigger too.
Are we talking SE published or just SE developed?

Anyway, I would have to go with either Chrono Trigger or Chrono Cross. Both those soundtracks are better than a good portion of FF soundtracks.
Kingdom Hearts 3D is currently my favourite OST. Also, Chrono Cross and Xenogears are great, as the people preceeding me mentioned. I also love the Unlimited Saga soundtrack, even though I have never played the game.
Xenogears all the way. Whether you are rocking the OST or Creid, you cannot go wrong. Bonds of Sea and Fire, Faraway Promise, June Mermaid; the list goes on for fantastic pieces. While Mitsuda was looking to add Celtic elements to other genres of music, he did not always let it take over and so diversity abounds. But really, listen to this soundtrack with a friend and see if you do not fall in love with the other person. Go on, I endorse it.
